Operating Guidelines for Elected Representatives

GOALS

The goals of the Staff Advisory Committee (SAC) shall be:

  • To solicit and/or receive information from the campus community related to staff issues. (Information from staff members may be in the forms of a signed letter or memo or an email message. All correspondence received by the SAC will be kept confidential).

  • To serve as a liaison between the staff and the policy-making bodies on campus by gathering and reviewing information from University staff for the purpose of recommending changes in existing policies. Issues that affect the entire campus community (SCPI, security, parental leave, etc.) do not require an initial correspondence.

  • To review information and suggestions from staff employees and assess their appropriateness for
    presentation to the President.

  • To advise the President on areas of concern or interest and to suggest ideas for consideration or further study.

  • To serve on committees established by the President to investigate, consider and develop policies,
    procedures, or programs which contribute to the welfare of the staff community.

ELECTED REPRESENTATIVES

There will be a total of nine (9) elected representatives. Members may be re-elected for a second 2-year tent, but may not serve a third consecutive term, No alternates will be elected.

An annual call for nominations will be made in October by the officers of the SAC. SAC officers will inform
the campus community via e-mail or letter and encourage nominations from all campus areas underrepresented.

Staff elections will be held during the second week of November. All terms begin and end in January of the new year.

RESPONSIBILITIES OF ELECTED MEMBERS

  • To carry out the goals of the SAC.

  • To elect the officers of the SAC.

  • To accept suggestions and recommendations from the campus staff community and present them to the SAC.

  • To actively participate in meetings of the SAC.

OFFICERS

The officers of the SAC shall consist of Chairperson, Vice-Chairperson, Secretary, and Chairpersons of
subcommittees (should any be established). The officers shall be elected by all members attending the first meeting following the annual election. The Chairperson and Vice-Chairperson are elected for one year term and must have served at least six months on the SAC.

DUTIES OF THE OFFICERS

CHAIRPERSON

  • Presides at regular and special meetings of the SAC, unless she/he delegates This responsibility to the Vice- Chairperson or another officer.

  • Prepares the agenda for both Committee meetings and meetings with the President, in cooperation with the Vice-Chairperson and the Secretary.

  • Works with the appropriate person or group to inclement/investigate any issues before the SAC. When necessary, invites appropriate person or group to address issues at a SAC meeting.

  • Coordinates the appointment of task force, subcommittee, and institutional committee members or chairpersons.

  • Represents the SAC at Board of Trustees meetings and other University functions when requested. Coordinates the official correspondence of the SAC with individuals, division representatives, and administration.

  • Notifies the SAC members of scheduled meetings, including changes in location, time, etc.

  • Makes arrangements for room/equipment requirements for each meeting.

  • Delegates these responsibilities to other SAC members when deemed necessary.

VICE-CHAIRPERSON

  • Presides at all SAC meetings and University functions as requested by the Chairperson. Assumes all responsibilities of the Chairperson in his/her absence.

  • Cooperates with Chairperson in establishing each agenda.

  • Assists in the coordination of official correspondence of the SAC with individual division representative and the administration.

  • Will take minutes at meetings when the secretary is not present or is late. The minutes will be sent to the secretary in a timely fashion. The secretary will disseminate the minutes.

SECRETARY

  • Records, types and distributes the minutes of all SAC meetings to members no later than the next meeting. Distributions can be done via the e-mail system.

  • Secretary, along with the Chair, will write a. yearly summary for On the Green in the fall, prior to the SAC elections.

  • Maintains a roster and archives of the SAC membership and distributes said list to all members at the first January meeting.

  • Maintains accurate and lip-to-date files of all SAC correspondence.

MEETINGS

Scheduling -- The following meetings will be held by the SAC:

  • Monthly, internal committee meetings (max. 2 hours).

  • Periodic meetings with the President.

  • Special internal committee meetings, called as necessary.

  • Campus community meetings called as necessary.

Agenda

  • Monthly agenda items should consist of topics gathered from campus staff and SAC members.

  • Quarterly presidential agenda topics should be jointly submitted by SAC and. the President.

  • Special meeting agenda topics should he submitted to SAC members for
    consideration/discussion.

  • Campus community meeting agenda topics should be submitted to SAC members for
    consideration/discussion.

ATTENDANCE

  • A majority of the SAC membership must be in attendance in order to hold a meeting.

  • Members have the responsibility for notifying the secretary when they cannot attend a scheduled
    meeting.

  • Members who are absent from three (3) consecutive, regularly scheduled meetings, without providing the SAC with a valid reason (medical, vacation, family emergency, etc.), will be given 2-weeks' notice of dismissal, decided by a majority SAC vote.

  • Committee members who resign must give 2weeks notice in writing to the SAC.

  • When a member resigns, a special election must be initiated in the member's area on campus. Within two weeks of the resignation, notification will be sent informing the unit that their representative has resigned and asking for nominations of 2-3 persons. The special election will take place within 3 weeks from the effective date of resignation. If a member resigns within 90 days of the end of his/her term, a replacement will be elected during the regular election process in October/November. If a member resigns after serving only one year instead of the fell two year term, SAC members can vote to waive the election process for that representative, and nominate a current SAC representative to serve one additional year.

RATIFICATION
These guidelines may be amended by two-thirds (2/3) affirmation vote at a regularly scheduled SAC meeting by the elected representatives, provided the amendment has been put into writing before or during the regular meeting.
